This monument is a Tower of Victory built after the defeat of Delhi's last Hindu Kingdom. It was built on top of a Hindu temple which still exists beneath the monument. Between the Qutab Minar and the New Delhi Pillars, you see two distinct before and after to the structures separated by what is below and what is above.
